Stakeholder and policy engagement

CO2RE’s three overarching objectives are supportive policies, scalable technologies and enhanced capacity for GGR. From the outset, we have engaged with a wide variety of stakeholders to further these objectives, including: policymakers and regulators; civil society; innovators, entrepreneurs, investors and business networks; local and/or rural communities; people working in agriculture and forestry, and people who own, manage or derive income from land; hard-to-decarbonise sectors and consumers of offsets; advisors/consultants; and organisations involved in market infrastructure.

Workshops
Workshops on CDR technology cost reduction (2026)

Members of the business models team held a series of workshops with CDR market participants, academics and policymakers to generate analysis on the kinds of policy interventions that can best help reduce the cost of CDR technologies. Find out more about the evidence in this blog series.

CO2RE and GGR-D evidence sessions with government (2025)

CO2RE and GGR-D researchers met with UK and devolved government policymakers for a series of evidence sessions in 2025 to share research findings and feed into the Independent Review of Greenhouse Gas Removals.

Climate Change Committee presentation to GGR-D seminar (2023)

CO2RE-NEGEM workshop – “Consideration of GGR into Emissions Trading Systems: Principles and Practice” (2022)

This workshop, hosted by CO2RE and NEGEM, provided an opportunity to hear from recognised experts in the field, participate in discussion and help formulate timely guidance on whether and how GGRs should be included within Emissions Trading Systems (ETSs), with a particular focus on the EU and UK contexts. This event celebrated the achievements of the Greenhouse Gas Removals Demonstrator (GGR-D) programme and fostered debate on the future of GGR in the UK. Held over three days at the Royal Institution in London, it focused on our research, our impact and GGR innovation. Day 3 was a “Demo Day” hosted with Undaunted, which gave GGR startups the opportunity to pitch for a place on the UK’s first dedicated CDR accelerator. Webinars
GGR Insights series (2025)

This series of webinars, held throughout 2025, presented the latest insights from CO2RE’s research, along with perspectives from activists, businesspeople, NGOs, statutory bodies, regulators and investors. Watch the series on YouTube.

GGR Coffee Breaks (2025)

These online “coffee-break” discussions were opportunities for Demonstrator project teams to talk to stakeholders in an informal setting. CO2RE organised events for three of the projects: Biochar, PBC4GGR and NetZero+. At each event, we screened a short documentary about the relevant Demonstrator, and then stakeholders had the chance to ask the researchers questions about their work. Visits to Demonstrator project research sites
PBC4GGR research site at Bishop Burton College (2025)

In October 2025, CO2RE organised a visit for stakeholders to the PBC4GGR research site at Bishop Burton College in Yorkshire. This site is being used to investigate different establishment techniques and management practices for perennial biomass crops such as Miscanthus and willow to understand how best to maximise yield and carbon sequestration. It is also trialling the first ever field-scale planting of a seed-based Miscanthus hybrid bred by researchers at Aberystwyth University. Read more and view photos on LinkedIn.

Enhanced Rock Weathering research site at Rothamsted Research, Harpenden (2025)

In the spring of 2025, CO2RE organised a visit for stakeholders from research, farming, policy, business and investment sectors to the Enhanced Rock Weathering research site at Rothamsted Research in Harpenden. Stakeholders had the opportunity to learn about ongoing field trials, as well as community workshops to gather information on public perceptions. Read more and view photos on LinkedIn.

Submission of evidence to inform UK government supplemental guidance for assessing Scope 3 emissions of offshore oil and gas projects

Professor Myles Allen, Navraj Singh Ghaleigh, Professor Sam Fankhauser and Professor Stuart Haszeldine worked with Oxford Net Zero and the Carbon Balance Initiative to submit evidence on the government’s Supplementary EIA Guidance for Assessing the Effects of Scope 3 Emissions on Climate from Offshore Oil and Gas Projects. Submission of evidence to the Independent Review of Greenhouse Gas Removals (2025)

CO2RE and GGR-D researchers submitted evidence to the UK government’s Independent Review of Greenhouse Gas Removals, with their assistance recognised in the foreword. Their work was widely cited in the final report. Read our reaction piece here

Letter to Ministers: Recommendations for supporting and accelerating biochar deployment in the UK

Professor Colin Snape, who leads the Biochar Demonstrator project, and Dr Steve Smith, Executive Director of CO2RE, wrote to the Secretary of State for Environment, Food and Rural Affairs and the Secretary of State for Energy Security and Net Zero to highlight the regulatory and policy gaps that hinder the development of the biochar and other land-based GGR sectors. Response to UNFCCC call for input on Article 6.4

CO2RE researchers collectively drafted a response to the UNFCCC’s call for input on the scope of Article 6.4 of the Paris Agreement. Read their response here.

DESNZ biomass workshop

Dr Isabela Butnar was invited to a workshop held by the Department of Energy Security and Net Zero (DESNZ) to offer biomass sustainability recommendations and help finalise the UK’s Biomass Strategy.

Submission of evidence to government consultation on business models for GGR

CO2RE submitted evidence to the UK government’s consultation on GGR business models. An article lead-authored by Professor Cameron Hepburn was cited in the final report.

Submission of evidence to Commons Select Committee inquiry

Navraj Singh Ghaleigh led a submission of evidence to the Environmental Audit Committee’s inquiry on Accelerating the transition from fossil fuels and securing energy supplies, which was cited in the final report.

Oral evidence to Commons Select Committee

Dr Steve Smith was invited to give evidence at a session of the House of Commons Environmental Audit Committee on “Technological Innovations and Climate Change: Negative Emissions Technologies”. His evidence was later cited in a letter to the Environmental Audit Committee from the then Secretary of State for Business, Energy and Industrial Strategy, Kwasi Kwarteng.
