Dr Paul Rouse

Prior to his retirement in the spring of 2025, Paul Rouse was the Flexible Fund Manager for CO2RE, based at the Grantham Institute for Climate Change and the Environment, Imperial College London. He was responsible for running the Fund, which supports work to address research and engagement gaps in GGR. He has been succeeded as in this role by Natasha Martirosian.

He was also a Visiting Fellow in Politics and International Relations at the University of Southampton and a Fellow of the Royal Society of Arts. He spent over 22 years designing and delivering interdisciplinary research programmes that produce policy evidence and impact within UK research councils. During this time, he headed up the environmental, energy and food security agenda for the Economic & Social Research Council.  

Paul was previously Science Adviser at the Carnegie Climate Governance Initiative (C2G), catalysing the governance of GGR and Solar Radiation Modification (SRM). He was accomplished in taking research evidence into the government policy arena, advising key actors on a wide range of issues from climate change adaptation, GGR and SRM, to enhancing STEM skills within schools. Internationally, he worked with UN bodies, the Belmont Forum, Future Earth and was an EU Framework Programme National Contact.
