Cutting Carbon in the Time of COVID

This paper was written in anticipation of COP26 in Glasgow in 2021. It reiterates the need for a ‘green recovery’ from the COVID-19 pandemic, and emphasizes the need for a tightening of current NDCs. Despite having the global governance architecture for climate change commitments largely in place, emissions reductions requirements are not being met quickly enough; countries must reassess and double down on efforts.
