In early 2024, the Greenhouse Gas Removal Demonstrators (GGR-D) programme responded to the Climate Change Committee’s call for evidence to inform the UK’s Seventh Carbon Budget, which sets out a recommended limit for the UK’s greenhouse gas emissions over the period from 2038 to 2042. The programme’s submission drew on evidence on scalability from the Demonstrator projects and CO2RE Hub, including from large-scale field trials, modelling, life-cycle analysis and research into public and stakeholder attitudes. The evidence in the response was relevant primarily to the sectors where negative emissions arise: agriculture and land use, land-use change and forestry (LULUCF), and greenhouse gas removals, but the programme also commented on broader pathway considerations and highlighted some of the interlinkages between carbon removal measures and emissions reductions. The Climate Change Committee published its Seventh Carbon Budget in February 2025.
